Learn how to make your photos look like on a surveillance monitor.
1. Open your photo.

2. Create a copy of the layer (right click on the layer and select “Duplicate Layer”) and set Blending mode to Overlay.

3. Now copy the top layer (right click on the layer and select “Duplicate Layer”)
4. With the top layer selected, add a Hue/Saturation layer (Layer> New Adjustment Layer> Hue/Saturation) with the following settings:

5. Now it’s time to add a Brightness/Contrast layer (Layer> New Adjustment Layer> Brightness/Contrast) with these settings:

6. Add a Photo Filter layer (Layer> New Adjustment Layer> Photo Filter) with the following settings: (this must be the top layer)

7. Now you must create those horizontal lines. First create a new document (I made it 100×100) and fill the top half with black, so it looks like this:

8. Select the canvas (with the Marquee Tool or press Ctrl+A) then go to Edit>>Define Pattern, give it a name and hit OK. (if Define Pattern is not available, right click the layer in the Layer Palette and select Rasterize Layer). Now close the document and return to the image document.
9. Go to Layer>> New Fill Layer>> Pattern Fill and use these settings:

10. Now set the opacity of this layer to 27%.

11. And you’re done. Your photo should now look like these:
